At the May 19 Village Board meeting in Arlington Heights, officials tackled a range of issues including a fire department promotion, a request for a development extension, resident concerns about pedestrian safety, and renewed speculation about the Chicago Bears returning to the village.

The meeting was led by Mayor Jim Tinaglia with full participation from the Village Board.

Fire Department Promotion

Lieutenant Ben Eschner was officially sworn in during the meeting. Fire Chief Lance Harris praised Eschner’s leadership, certifications, and work as an instructor and mentor. Eschner gave a heartfelt speech, thanking family, fellow firefighters, and village leadership for their support throughout his career.

Chicago Bears Negotiation Leverage

Resident Keith Moens urged trustees to push for community investments if the Bears return to Arlington Heights. He cited a need for education funding, affordable housing, and infrastructure in exchange for any tax subsidies.

Mayor Tinaglia assured residents that no private negotiations are underway and promised a fully transparent public process if the Bears officially commit to a move.

School Crossing Safety

Matthew McDonnell, a parent and resident, expressed concern about the dangerous crossing at Kensington and Windsor near Windsor School, citing a recent near-miss with children. Trustees and Village Manager Randy Recklaus took note, and Recklaus offered to follow up directly.

Development Extension Granted

The board unanimously approved a six-month extension for a preliminary plat of subdivision at 2201 N. Chestnut Avenue and 315 W. Rand Road. The developer cited a $300,000 funding gap and delays in receiving construction bids. The new deadline is December 2, 2025.

Memorial Day Parade Reminder

Trustees Bertucci and Schwingbeck reminded residents about the upcoming Memorial Day Parade on Monday, May 26 at 9:30 a.m., followed by a ceremony at Memorial Park at 11:00 a.m. Community members are encouraged to display “Arlington Remembers” signs in honor of veterans.

Village Flag Policy Discussion

Trustee Tom Manganaro raised the topic of flag policy in relation to recent proclamations recognizing Juneteenth, International Widows Day, and Pride Month. Village Attorney Hart Passman and several trustees discussed the board’s ability to engage in symbolic speech via flag display and acknowledged prior debates on the subject. Staff will provide a summary of all proclamations and existing policy for potential future discussion.

The meeting concluded with no further public comments and a motion to adjourn.
