The May 5, 2025, meeting of the Arlington Heights Village Board began with Mayor Thomas Hayes delivering closing remarks, officially marking the end of his 34-year career in public service, including 12 years as mayor. Hayes reflected on his time in office and thanked staff, board members, residents, businesses, and local government partners. He referenced the film Hoosiers to emphasize teamwork in local governance.

Newly elected Mayor Jim Tinaglia was sworn in during the meeting. Tinaglia, a lifelong resident of Arlington Heights and three-term trustee, addressed attendees following the ceremony. He spoke about his background and campaign and acknowledged the service of outgoing trustees Nicolle Grasse and Richard Baldino.

Three new trustees—Bill Manganaro, Carina Santa Maria, and Greg Zyck—along with returning trustee Jim Bertucci were sworn in. Each made brief remarks recognizing the outgoing board members and stated their intentions to work with the board and community.

During public comments, one resident encouraged the board to consider land value taxation (LVT) as a revenue strategy. Another speaker highlighted ongoing intergovernmental collaboration, and a third speaker, representing the Veterans Memorial Committee, promoted the upcoming Memorial Day parade and ceremony.

The board approved previous meeting minutes, a $3.3 million accounts payable register, and most of the consent agenda. A separate item regarding the purchase of a new fire engine was discussed. Fire Chief Harris explained a 33-month lead time due to supply chain issues and industry consolidation. The board approved the $1.3 million purchase.

In new business, Arlington Heights Ford received approval for signage variances at an expanded service facility.

The board also approved plans for an expansion at the Arlington Ridge Center, which includes a two-story addition with multipurpose rooms, a fitness studio, and relocated playground and basketball courts. A parking variance was granted. Trustee Dunnington proposed studying “safe parks zones” for increased traffic safety near parks.

The Arlington Heights Park District presented its Phase II and III plans for Recreation Park. The plans include upgrades to the bathhouse, pool, ballfields, and accessibility features. The Plan Commission and Design Commission supported the proposals with minor conditions. The board directed staff to prepare ordinances to proceed with the work.
