Arlington Heights Manager Recklaus Gets Contract Extension, 6% Raise, $10K Bonus

Arlington Heights FOIA 25-184

Arlington Heights – In December 2024, Arlington Heights Village Manager Randy Recklaus received a two-year contract extension accompanied by a 6% salary increase and a $10,000 performance bonus, as approved by the village board. This adjustment elevated Recklaus’s annual base salary to $298,603, retroactive to November 10, 2024, bringing his total compensation to $308,603 for the year.

Notably, this contract extension and salary enhancement occurred just months before the scheduled elections on April 1, 2025, when a new village president and trustees are set to be elected. The timing raises concerns about the motivations behind the board’s decision to finalize such significant compensation changes prior to the electoral turnover.

Over the years, Recklaus has seen consistent salary increments. In 2023, his base salary was $281,700, reflecting a 6% increase from the previous year. This pattern prompts critical questions about the factors driving these substantial raises. Are they a reflection of exceptional performance, or do they indicate a lack of stringent oversight in compensation decisions?

The inclusion of a $10,000 performance bonus further complicates the narrative. While performance-based incentives are common in executive roles, the criteria for awarding such bonuses should be transparent. The absence of publicly available metrics or evaluations raises concerns about the objectivity and fairness of this additional compensation.

For context, neighboring municipalities offer varying compensation packages for similar roles. In Mount Prospect, Village Manager Michael Cassady’s base salary increased from $275,000 to $293,000 in 2024, accompanied by a $30,000 performance bonus.

Similarly, Schaumburg Village Manager Brian Townsend’s base salary rose from $256,939.64 in 2023 to $289,593 in 2024, reflecting a significant increase. In Naperville, City Manager Doug Krieger’s base salary was $227,937.95 in 2023 and increased to $246,300.63 in 2024.

These comparisons highlight that while Recklaus’s compensation aligns with regional standards, the timing and lack of transparency in the decision-making process remain contentious. As Arlington Heights approaches its local elections, it is imperative for both officials and constituents to scrutinize these compensation practices to ensure they serve the community’s best interests and uphold principles of accountability and transparency.

  1. You question the timing.
The article stated that this is a contract extension, which usually means that he was reaching the end of his contract, and either a new contract needed to be negotiated, an extension out in place, or a new village manager hired.
Proximity to upcoming elections should NEVER be a part of the equation. The job gets done when it’s supposed to be done.
