Jim Bertucci: A Conversation on Transparency and Police Accountability

Arlington Heights – Two weeks ago, I shared an open letter that, in part, addressed concerns and posed questions regarding police transparency and accountability in Arlington Heights. Since then, Trustee Jim Bertucci, who is running for reelection, and I have engaged in an open and constructive dialogue about the importance of transparency in handling complaints against law enforcement. Notably, Jim is one of only two trustee candidates who have responded to my inquiry, reflecting a sincere dedication to participating in these crucial discussions.

During our discussion, Jim and I delved into my personal experience with the Arlington Heights Police Department and the broader issues surrounding oversight and accountability. We both recognized a lack of public awareness about how complaints against officers are processed. While complaints are investigated internally within the department, Jim acknowledged that there is limited oversight beyond that, raising questions that deserve further exploration. He expressed his willingness to take a closer look at existing policies to identify potential improvements.

One of the key takeaways from our conversation was the need for greater transparency in how complaints are handled. Complaints typically go from the police chief to the village manager, but it remains unclear when—or if—trustees and the mayor are notified of such matters. Jim agreed that, if no structured process currently exists for updating the board on these issues, it’s something worth reviewing.

In addition to addressing the complaint process, we discussed the challenges surrounding the release of public records related to police misconduct. While records of police misconduct are public under Illinois’ FOIA laws, there is often resistance to their release. Jim did not commit to full disclosure of all past complaints but acknowledged that transparency is crucial to maintaining public trust. He plans to examine the current policies and procedures to determine if changes should be made.

Our conversation also touched on the broader issue of policing culture and community relations. I shared my concerns that internal investigations can sometimes be biased in favor of law enforcement officers, leaving citizens feeling voiceless when they believe they’ve been wronged. Jim acknowledged these concerns and expressed his commitment to fairness. He emphasized that if current policies are not ensuring proper accountability, it may be time for a reassessment.

Prior to our Zoom meeting, Jim shared some information about his campaign with me, which highlighted his priorities. He also acknowledged that while Arlington Heights is generally a safe community, crime prevention is a shared responsibility that requires attention to both law enforcement efforts and active community engagement.

Transparency in government is not just about adhering to the law—it’s about ensuring that the public has confidence in its institutions. While Jim and I may not agree on every detail, this conversation reinforced the importance of constructive dialogue and the potential for progress. I appreciate his openness to exploring changes that could improve how Arlington Heights handles police complaints.

If reelected as a Trustee, Jim has expressed his dedication to moving Arlington Heights forward and ensuring it continues to thrive as a vibrant community. He is committed to preserving the village’s financial stability, promoting thoughtful development, and maintaining Arlington Heights as a safe and welcoming place for all residents.

Moving forward, I will continue advocating for greater oversight, accountability in policing, and increased transparency in government processes.
